So I've always thought of it. If I could take over tennpenny tower. I would love to make it a ghoul/human city and make trading out of it increase, eessentially turning it into a western CW Rivet City on land. Plus I'd fortify the walls and maybe add a few walkways along the walls to work like battlements. And I'd offer residency to anyone who could pay, rooms price based on luxury and size of said room But it would be difficult to be allowed in (To prevent Raiders and the like from disguising and walking in)
I could go on and on xd
What would you do to the tower?

I would do almost the same...However I would also make the tower the central of the traders, so that the dough keeps rolling in...Also, I would make the top of the tower a sweet sniper/lookout nest...

Up the security, NOT let ghouls in, Even if you let them live with each other in the game, the ghouls will still just open the doors for their feral buddies anyways. Hire some Merc like the Lone Wanderer to go kill them. Turning it into a big trading town would be good. Widen the walls out, Or even have multiple layers of walls with tight security to keep it safe. Research a water purifier like the one in the Memorial. Stuff like that.

i'd probably build more walls around it,creating a courtyard of sorts and make a gatehouse. then i'd put machine gun nests on the walls and look-outs up on the top. i'd also hire people to scavange tech for me and then sell it to people for caps and buy tech with residencey,however ghouls can't stay,because like one of you said,they'd let the ferals in. i'd let them in to rade though. kinda' like a big-a** trading out post with un-necessary guns.

I'd push Tenpenny over the balcony with a frag grenade in his pocket. Then I suppose I would turn it into a proper settlement for other regulator people, not just those with caps. Providing I had enough caps, I would widen the walls, restore some of the boarded off floors and hire enough security to choke a horse.
And I suppose I would let the Ghouls in. Only the nice ones though. And boot out the bigots.

First, I would have everyone who still lived there restore the walls and whatnot. That's a great idea. No idea how it would happen, but it would.
Second, I would try to get a few guard robots. And by a few, I mean a lot. Preferably Sentry Bots and the like, but most likely a bunch of protectrons from the nearby RobCo facility.
Third, I would kick everyone out. With Plasma. There's nothing special about the lone wanderer, any one of the people living in Tenpenny could potentially be making secret deals with the slavers during the day. I don't want people that I don't know living in my tower.
Fourth, I would send out invites to everyone I do know. I would obviously need a mechanic for the security bots in case of some system failures or whatnot, and I would need a group of smart people to go searching for food and the likes. Also to sell some things that they find to keep us with a good amount of "just in case" caps.
Fifth, if they would come to me, I would allow the traders to park outside our gates and stuff. Less food we have to forage for and what not.
Seriously, am I the only one who would take the selfish route?

Kill anyone that tries to enter. I own that place now. It's my house. And no, I don't mind the stench of death, hahaha. Seriously though. If I ever walk in and some jack off is in my tower, they can kiss their face goodbye because I'm going to smash it. That's just me though...

Id just kill every living thing in there. Make it my home away from home. I already have 15k caps. I dont buy much either, The traders are the ones that need to get more caps lol

What I Would Do ?
Well Keep All Of The Stores , But Make it A Weapons Central.
Tenpenny's Room is For The BIG Projectile Weapons ( Heavy Incenerator , Fatman .ect )
The Old Asian Couple's Room For Unarmed Weapons
Keep The Doctor
The Whore's Room Will Be For Things like 10 mm Pistols
And The Rich People's Room For Named Items and Junk.
I Might Even Have Trained Deathclaws in the Basement.... hm...

I would hire a lot of people to guard the outside of the tower(inside and outside the walls). I would have a lot of people guarding the tower on every floor. I would kick out the residents living there, keep the stores(not storekeepers. I'd hire new ones), turn the lobby into a weapons shop, travel the wastes with some of my guards, and find raiders to invite to my tower. If they didn't have enough money to live there, I'd take some of the "useful" items that they get when they "raid" stuff(lol). I'd kinda make it a headquarters for raiders of the wasteland. If one of them in a group laughed at my idea, I would warn all of them. If one of them laughed again, I would kill ALL of them. I would have a "truce"(kinda) in a way with most raiders. I would make sure my guards were in top shape so the raiders couldn't overthrow my tower! I'd make sure to be in good terms with my guards and "tennants" so they didn't gang up on me and kill me!

Well this is a good question. I would hang tenpenny by his balcony and laugh at him. Second I would cut half the roof for a staircase for mounted fatmans and Sniper rifles. I would have guards with winterized t-51 power armor because that can't break. Also all of the guards would have Shishkebobs and tri laser beam guns. I would turn half of the stores into a weapons shop and the other side nick naks. I would invite all of the underworld to go and I would invite the Rangers, Brotherhood, and make a secret place to train deathclaws because they are unstoppable. I would have the brotherhood have a truce with the underworld people and I would hire raiders to do all of my construction. Then I'd have incinerators, plasma rifles, miss launchers, and Miniguns mounted on the walls. I would make the doors 30 feet high and the walls 50 feet high. Then after I paid the raiders kill them, take my caps back, and hang them on the walls for decoration. I would also have some tech guys fix up cars and motocycles so their drivable. The last thing is invite the Citadel on a raid trip with me across the capital wasteland and KILL EVERYTHING that tries to kill us. That is what I'd do if i Controlled Tenpenny tower biggrin =D smile

What would I do? I'm making it a reality, my Tenpenny Army! For a while now I've been trying to work out how to effectively get the Ghoul Mask and still save the Tenpenny residents. Research has told me there is no way to receive the Ghoul Mask and save the Tower completely. But--
I think I have done it. I've been going through Tenpenny Tower equipping everyone with Combat Armor and Assault Rifles by reverse pick-pocketing. I will get that damn Ghoul Mask! I may be evil (I blew up Megaton the second time I played the game because of how much Wadsworth pissed me off) but I refuse to let three Ghouls take over the tower I mean, good ol' Daring lives there! That's my wasteland destroyers idol!
Now when you speak to Gustavo agree to kill Roy so your quest with him is set for his disposal. This is when you start equipping your residents. It takes a lot of trial and error work (it's probably best if you have infinite scrap metal with Henry Casdin). You can keep selling stimpaks and save up money to buy if you have to. A good way to get good Combat Armor is through Crow. I found a glich where if you buy the weakest, you have a shot at fully repaired 32 Combat Armor. You can receive up to six I've noticed. Try it out, it really does work. Takes a one or two attempts at first so have some money but, it's worth it. The assault rifles I got through looting.
After you have finished this long and slightly tedious process, head to Warrington and speak to Roy telling him you will talk to the residents and try to work out an agreement. You must do this so you can receive the Ghoul Mask. Head back to the Tower and speak to the residents and head back to Roy and his crew. Tell him the news and he should reward you with the Ghoul Mask.
Now there are two ways to finish this and either way all three of them have to die eventually (assuming you want the mask and Tenpenny Tower). First you can get the mask and then blow their heads off or lead them to the Tower (not before you save of course) to your army of equipped Tenpenny residents. Cool s**t right there!
(Also a fun note: Head to the top of Tenpenny Tower facing the front gate with the guards. Save before hand because you will die but it's so fun. Jump off the tower and VATS the guard; a ranged weapon is preferable-- and fire! You shoot them as your falling to your death and it's so funny. I've attempted this with grenades as well but it didn't come out as well).
