A: Only the Captain can make the decision of a Vice Captain. Now, the Vice Captains can decide on who becomes crew. Usually we only want people we know and trust. Think of it as being promoted, you have to work to get to where you want to be.
Q: How do I start my journey?
A: If you're not of the crew/captain(s), then you go to Yuuko's shop. There a moderator (any of them) will randomly select a number by rolling dice and which ever number you land on is where you'll end up.
In each world, there is at least one moderator who is capable of going different worlds as they please. If you have questions, contact them or come here.
