Here is the deal on missing ninjas. If you become a missing ninja you get a bounty. If you get killed the person who killed you gets half the bounty.
Alright so when you become a missing ninja, for whatever reason it may be, you get put on this list.
Thing about missing ninjas is they can’t raise ranks, but their chakra limit is as high as a kage. So you do not get the chakra boost from raising rank but you can train as high as you want.
Also you can train any jutsu no matter the rank all the other rules apply.

Okay so this is how the bounty stuff works. Your bounty is equal to how many training lines you have. If it is from training or missions. So as you get stronger you bounty get higher. If someone kills you they basically steal you training lines.

All missing nin can train up to 175 Stat points to a Max of 175 distributable.
