This is where the Yukikage is located most of her time... Joinin or above level ninja's are allowed in the the room... While Chunin and Genin must visit a Joinin that gives them orders that the Yukikage gives him...

A soft knock was heard at the door, Raini Duo waited patiently outside for an answer as snow flakes continued to land on her smooth, long blond hair. Her eyes grew light silver from the cold and her frost bitten cheeks.

Raini Duo slid her self down the side of the wall and sat on the ground with a sigh, she was determined to be here all day. Her finger tips strolled across the snow on the ground; creating a visible picture. Raini's eyes were soft, and she said nothing.

Teddy went to the building and noticed a girl but payed no attention, knowing that the Yukikages most not be there since that girl was sitting. "Excuse miss?"

Raini's eyes looked fragile as an hours fall of snow, her head tilted up and she looked the boy up and down.
"Yes?"
She was curious to who he was and why he'd be here.

Near sprinted up the stairs, stopping as he reached the door. "Raini, get back!" He looked at the foreighn ninja. "Who are you? What are you doing in my village?!"

Near froze. He was still a little suspicious about him, but he was starting to believe him...but not much. "Alright, that explains SOMEthings. But why would you want to train here? A sannin of the Mist, who might be at the level of ME, wants to train here. Not only that, but you're the brother of the Mizukage. I think you're leaving out some major info."

His shoulders loosed a little. 'Ironic...' He chuckled a little. "VERY ironic. I had just sent someone to ally with YOU." He opened the door to the office. "Come in."

With some chakra; Raini helped herself up. The snow crawled under her and where she sat, standing.
"Well..."
She gave a smirk as a part of her long bangs fell over an eye of hers. Raini followed them in and sat on a chair, waiting quietly. She concentrated, her eyes to the floor.

Teddy noticed the girl and noticed she was pretty, he gave a little smile and turned back to the Yukikage.

His suspicion grew again. 'Why is he so anxious to learn Snow jutsu?' It suddenly hit him. 'Of course,' "There shouldn't be a rush, should there? We need to discuss the alliances."
