As a long time member of the guild, and previously elected moderator, I would like to proposal a provisional ballot voting system for immediate consideration.

This proposal is in consideration of the lack of consistent communication among guild members, which may or may not be fault of their own.

Even if they were not regularly visiting the guild, but are known members of NCS and are active on Gaia or via other channels, it was not unreasonable to expect members to remind each other of the recent move to elections by other means of communication.

We are not here to intentionally leave comrades out for political sport, or to pit regulars against the new members. Therefore, NCS members are equally at fault for not communicating with their comrades about the matter more effectively.

In the spirit of democracy, I propose that each non-registered voter must be vouched for by at least three registered members in order for their vote to be included the in current, on-going elections. The only requirement is that they must have been a NCS member before August 1, 2009.

If the motion is agreed to by the majority before the last day of elections (August 17th), non-registered votes will be given an opportunity to be vouched for on a separate thread before the final count.

Motion is put to debate. If no further debate is required, please pass or reject the motion as is.

Edit: Those voting by poll must also post in the thread, or it will not be counted.

Though I do have a question. Is there a way to tell when a member joined the Guild?

Not really. But I suspect anyone modding would remember letting someone new in in the last four days. Plus most members have posted in the introduction thread at some point.... at least they did if they were worth remembering.

Some of that goes back to debates on what the purpose of this guild is for...
... is this a kind of affiliation, or support group for socialists and people interested in socialism? Or is it an exclusive club where membership is earned?

But this is really beyond the purview of this motion. If you want another thread, go for it.

Nice straw man, but it is still a straw man.
My position is that people who do nothing in the guild should not participate in elections.
I am all for getting people interested in the guild, but not for that interest to be centered around getting a friend elected and leaving.

No, I feel it gets to the heart of what the motion is about.
This motion is advocating that anyone who was a member of the guild being able to vote after registration. If you added another requirment that they had to be active in the guild until one week prior to registration, then I would whole-heartedly agree. Then it would allow people who have been away for a bit, but were otherwise active guild members to vote.

This motion is way too broad.

No. It's not. You've admitted that elections bring in activity, but you advocate cockblocking this new activity from participating in the very event that has the potential to bring them back to the Guild. No attempt to use the election to bring in activity, and try to keep them active afterward. Nope. If they're not posting constantly (or voting for Gracchvs) then they don't deserve to vote!

No. It's not. No provisional voting. Anyone who gives a damn would have registered. Its as simple as that.
