The Village Hidden in the Leaves
The village hidden in the leaves, is the shinobi village of Fire Country, one of the Five Great Shinobi Nations. The village is walled in by the surrounding forests, and is a center of commerce. The hidden village is protected by it's loyal shinobi and their leader, who shares the bloodline of the great hatake clan. All the shinobi hidden within this village display a headband to show their loyalty and honor towards the village.
The Laws of the Village
The village maintains order through a combination of the police force who patrol the streets, and the anbu who watch over the village in secret. The laws boil into five basic rules.
#1 No shinobi is to kill another shinobi of the village purposely.
#2 No shinobi is to cause harm to any shinobi of an allied country without proper reasoning.
#3 Leaving the village without proper reasoning or permission of the hokage will result in classing of a missing-nin.
#4 Shinobi are to hunt down missing-nin who flee the village. They are to protect the village from rogue ninjas and attackers with their lives.
#5 Violators of the laws of the village, or those who cause harm without proper reasoning will be brought before the hokage.
