Its a racing technique used to keep the revs up, while downshifting, when entering a corner. Racer drivers use it all the time depending on how the car has been set up. Its a very hard technique to master. Unfortunatly Im not 100% sure why they need to do it, but I imagine its used in order to accelerate faster out of the corner, or to keep applying a certain amount of horse power to the wheels while cornering.
As far as I know Takumi uses it to keep his RPMs high, as you drift your RPMs start dropping. So if you engine is Reving high when entering a corner then I think you could maintain the drift faster, as more power is getting to the ground. *shrug*

yeah, they drift alot on initial d. mabey they use it on cars that run low on torque and need to keep the rpm's up to keep the speed.

I believe Heel-Toe is used so that you can use a ratio of acceleration and braking through a turn. Similar to Left-Foot Braking for an FF car.

Heel-toe is a variation of a technique called double clutching, which is used when a driver has to down shift.
What is double clutching? This was used particularly in older cars before synchros were made to match engine and drivetrain speeds while downshifting. If a driver wanted to go from 4th to 3rd gear to overtake the dummy doing 30 in the fast lane, he would clutch in, gas, and while the engine was still at a high RPM, the driver would shift to 3rd and release the clutch in order to create a smooth shift and to prevent shock to the drivetrain. This is no longer necessary in newer cars however, if you can control the clutch properly.
Heel-toe came around with the advent of road racing and circuit racing. Although double clutching was a smooth and much quicker way of downshifting than the typical granny shift, it was a little difficult to manipulate both the clutch and accel while mashing down on the break. Thus, heel-toe was developed so drivers could could slow their car while downshifting so they could achieve a cleaner acceloration at a lower gear out of a corner's apex.
Left foot-braking is a little different because it does not involve hitting the clutch. Rather, left foot braking is used to maintain maximum acceleration while compensating for understeer through winding courses (such as rally stages) without taking your foot off of the gas.
