Just about anything can be art, it depends on if it speaks to someone, makes them think or sparks a reaction. It caaan be art. But in all it isnt art. Its fashion. Thats why its called fashion and not art. (Being blunt here)
Its like saying graphic design is art, it is in a scene art, but its a sub-category of art and is treated for commercial use. Graphic design and fashion is designed to sell products to fit the community and appeal of the modern times, where as art portrays the feeling and expression of the modern times, art isnt designed to sell, its simply one persons feeling. Fashion is designed to sell, not provoke deep and emotional thought. Its far more shallow than art, sadly.
