no, they are definitely different people. danzo only has one sharingan and tobi has two.

tobi has only shown one sharingan though, and he has somehow Damaged his sharingan, as said by itachi.

I KNOW!!!!!!!!!! SO there three possibility. Tobi is Danzo, Obito, or Madara.
If you pick Danzo, is Danzo Himself or Obito! That what freak me out the most in this chapter.
