The term is defined as a rich and magnificent city believed to be a place of excessive luxury and wickedness. Whether that is true about this place or not is debatable. About a good 50 miles away from Big Apple, 20 from Flatlands. Though Manhattan was the Origin of attack in the apocalypse of 2012, and even though it was contained, it didn't stop the world from taking damage. Unfortunately, Babylon took a large blunt of the blow in the battle to contain the apocalypse from public eyes.
Probably one of the most rebellious, anarchistic cities in all of New York. Where it is suicide to merely step outside of your boarded house. No matter how hard the police have tried to enforce peace, the crime rate never ceased to go down. They wished to bring in the help of H.A.V.E.N for their services. Sometimes you need more than just humane ways like the police force to stop humans.
With the crime rate, public gun fights, extreme paranoia, and various illegal businesses, the paranormal activity is easily hidden behind all of the chaos. This makes it a perfect catalyst and hiding place for the Black Occult. However, H.A.V.E.N isn't fooled by the the chaos it hides behind. So they try to apprehend and clear out all of the terror and corruption, even though they are never able to pinpoint the exact location for the Black Occult. So chaos burns throughout the city, and a pseudo peaceful atmosphere somehow still clouds the hideousness from society.
