Attention: To All Shinobi
My name is Hikaru Uchiha, leader of the ANBU Black Ops.
I must first begin by announcing that the Sixth Hokage's life has ended at my blade. Due to his previous actions, the ANBU Black Ops now have full control of the Konoha. I now name myself as leader of the Hidden Leaf. I do not take the title of the Seventh Hokage, nor will I allow a Seventh Hokage. Under the rules of the Hokages, the Hidden Leaf has only suffered. I will only be known as leader of the ANBU Black Ops and control the village with that title. Only through my death will there be a Seventh Hokage. As acting leader, it is my duty to report on current events outside the village. A powerful ninja named Kenshin Ryuu has assassinated the Tsuchikage. Also the Kazekage has gone missing and is nowhere to be found. With the Earth Country and Wind Country without leadership, Ryuu has announced the he is now in command. He has stated that the five shadows that have watched over our world are at an end. he believes he is the one true kage and has named himself Saikoukage (supreme shadow). As my first act as ruling leader of the Konoha, I am declaring war on the self-proclaimed Saikoukage. My next priority is to report on the current state of the Akatsuki. A former subordinate under Itachi Uchiha has claimed control and is reforming the Akatsuki. Her name is Aika Miyako. The Hidden Leaf Village has grown weak under the rule of the previous Hokages. I will now allow such an organization as the Akatsuki to exist within or outside Konoha. The Akatsuki is already becoming a threat and we cannot allow them to take any further actions. It has also come to my attention that rebellions are taking place within the Konoha, Kirigakure, and Kumogakure. While the Mizukage and Raikage do nothing to quell the rebellions, I assure you that the ANBU will put down any sign of rebellion within the Konoha. My final order of business here is to report the current state of the rest of the world. The number of missing-nin has grown to unacceptable proportions. I order that all missing-nin be found and eliminated. We shall no longer suffer weakly following the “Will of Fire.” The only will is my own. Kenshin Ryuu, Aika Miyako, and all shinobi will realize this soon enough. Welcome to war, welcome to the end of all you knew before, welcome…to the new world. My world…

In the tress high above the ground a figure waited hidden from all that was life,she had just heard the news about the ANBU, she was shocked but amused. She sat there waiting for the right moment to strike.

*Hidden in the shadows, Aika heard the news. She kept her emotions at bay for now, but she swore she'd kill Hikaru. Since he was the one truly behind Itachi's death...*She made her way back to the rest of the Akatsuki. For now she would lie in wait, planning on his death*

Concealing herself as she always had when she was within the village, Inari listened to the announcement. An amused smirk played on her lips, 'So Donzo is finally dead, pity it was not by my hands.' She continued to study the one called Hikaru. There was more to the government workings of Konoha then just the hokage, it was also the counsel of elders that often would tie the hokage's hand. An attempt at checks and balance, but there where people like Donzo. So the question now was, whether or not this Hikaru was simply another Donzo in disguise or not. He had certainly earned some points in her eyes for killing Donzo, after what the b*****d had tried to do to her mother and ultimately her. Inari would keep an eye on this Hikaru, if he was nothing more then a replacement for Donzo she would cut ties with the village and take her mother out of here despite any protests.
It was as obvious as her fire colored hair that things would change, even Gaara had left his post as Kazekage. That caused some worry, though Inari had yet to meet with the sand nin, but what she had learned from Naruto there was a sense of kinship. Finding her thoughts deviating she looked out to the crowds that where gathered listening to Hikaru's words. One last sweep and she melted into the shadows making her way back home to check on her mother as well as the anbu that was guarding her.

The Mizukage received message from a member of the Mist, it was a ninja of the ANBU. The message gave word of the annocement, but this didn't seem to faze him. The only orders he could think of were, "If this war comes to our borders... we will fight," he stated, "But, until we are under circumstances that force us to do so, we are not going to situate in this immaturity!"
This comments seemed to be forceful and idealistic.

Pia decided to infiltrate the village as one of there own and do an examination of how tough Hikaru was. She knew it would be hard to enter the village as a stranger so she decided to enter to village as one of their own. She moved from the spot she lay high in the trees and sped straight in the direction to the village. Her first strike would be Hinata hyuuga.

Stepping out into the clearing that her home resided Inari made her way to the trail that lead up to the modest home. Her ears swiveled as she took in the sounds around her, the forest was at its normal activity so that eased her somewhat. Keeping her senses sharp as she came to the front door, Inari did not see the anbu that would normally be posted along the forest edge.
Steeling herself she opened the door, only to be greeted by the sight and smells of her moth cooking. Along with the anbu guard sitting at the table, his mask resting just atop his head cocked to the side. She arched a brow at the ninja who gave a sheepish grin and shrugged his eyes going back to the woman in the kitchen.
((I'm gonna wait for more posts before continuing with this meal scene.))

Kitia followed Pia out of now where she had been watching her and waiting for Pia to move into vision. She quickly caughht up and jupmed on her knocking both of thm to the floor."Good day Pia-sensai, I haven't seen you in a long time. My training in the mist village has reached its highest peak.On the way here I killed two Anbu."She smiled and quickly jumped up into her feet.

Hikaru walked from his office down to the streets of the Konoha to observe the village's new ordinance. Anbu were scattered through the ninja world patrolling for any ninja that could pose a threat. They were not scouts for Hikaru had much more skilled Anbu for that task. These patrolling Anbu were only mere pawns to test the strength of his opponents. Already two of his subordinates were reported dead. He smirked at how interesting things would become as he sat down for a bowl of ramen at the local shop. "How many pawns will fall before I start having fun?" He laughed to himself.
