What you do in the roleplay doesn't determine it either. that means that even if you roleplay in a 3D room that you fought 50 mobile suits at once and won won't get you any skill points. Roleplay realistically. Also remember rank does not determine skill level either. YOU MUST HAVE A MOBILE SUIT/ARMOR TO HAVE A SKILL LEVEL (exept in Lacus's case sweatdrop )
SEED
SEED means just that, Superior Evolutionary Element Destined-factor (SEED). Best of the best and have the ability within you to advance to the next stage of human evolution.
SEED level is only given to those who are capable of it in seed/seed destiny and those who have been extremely active, have been in the guild for quite a while, have been helpful to new members and other guild members, are friendly, and truly deserving. Roleplay must also be literate. Needless to say this level won't be given out to just anybody. If you think by asking for a charachter in the show that has it will get it for you guess again.

An expert pilot rarely makes mistakes. Although they aren't quite as skilled as the Aces they still can be a quite the handful. This also happens to be the minimum requirement skill level to be a teacher in the training facility.
EXPERT level is aquired through constant roleplay and activity in the faction and your roleplay should tend to be fairly average

Veterans are good pilots who tend to have seen some action in real combat. They tend to be support for the more skilled pilots but they are still able to hold their own in most cases.
To be a VETERAN you must be at least semi-active in the faction and your roleplay must be good but it doesn't have to be great. Also you must be a member of the faction for a while, but don't get discouraged cause this limit isn't too high. ^.~

Rookies are the newbies to real combat. They tend to have only had VR sims and some in-suit training but have little or no real combat experience. Sometimes they tend to be cocky, but when the real battle hits they tend to stay close to a higher skilled pilot.
To be a rookie you just need some training from the instructors at the Onigoro training facility.
