Well it's true in diamond and pearl,
did any1 see the episode when some1's riolu used auar sphere. But in the game i don't think you riolu can learn auar sphere. Only Lucario can:

But without using an ar, is it true riolu can use auar sphere without evolving to lucario?

if I remember correctly the Riolu that you trade over from Pokemon Ranger 2 knows the move Aura Sphere.

Yeah, you can trade Riolu over from Pokemon Ranger 2, and it should have Aura Sphere.

oy.... no, Riolu does not naturally learn the move Aura Sphere. what we are telling you is that you can TRADE a Riolu over from Pokemon Ranger 2 that was part of a special mission. the one that you TRADE over will have Aura Sphere as one of it's moves.
