What would you make it as/change? Let's say you have an infinite amount of cash and time.
Me personally, quadruple the number of quests, make an equal number of quests for good/evil/neutral. Have groups you could join like in Oblivion (this ties in with the above, like joining the Regulators and tracking down dangerous crims across the wastes!). Make DC a proper f'in warzone! Moar people fighting! Brotherhood, Super-mutants, Talon company, everyone getting stuck in! The balance of power constantly changing! Being able to play after the game is finished. A much better ending (yes/no, slideshow my arse!).

you can play after the game is "over" (reaching level 20) IF you chose to not follow the main quest. chose to follow the main quest and you die at level 20 or sooner.

Also an option/place/arena where hoards of ghouls come at you. Kind of like a dynasty warriors thing where there are just masses of peons to cut through. Much fun. Also like Hollow Men in Fable. Just some way to obliterate masses. For real, how awesome would it be to unleash your Fatman on 50 ghouls? Or to hammer your way through with a super sledge? Yes yes, this would make my day.
I think there should have been more behemoths too. Five is kind of lame. Twenty would be more like it.

They had all those cars and boats just lying around! Not to mention all those planes in Rivet City. And an arena would have been very nice, again, it was in Oblivion and would have fitted perfectly in Fallout, especially in Paradise falls.

I prefer the PC version of Fallout mainly because of these issues, there's a mod that allows for the vault dweller to ride a motorcycle, but I would have liked the option of riding vehicles in the wasteland, but i would have liked to have seen more alchemy(guess it would have been chemistry or cooking in fallout) and creating original mixtures, ex. Raider's Devil Eggs, idk. Also, more implants like wired reflexes! Maybe have a limit, like two implants, and offer perks to raise it like the cyborg perk, in addition to its bonuses u get to add one additional implant.

Female Super mutants? yeah I would have definitely made the game longer, also, why were there that many land animals affected, but not cats and all the fish? A higher level cap, kinda felt like I was playing Guild Wars. Also in relevance to this thread, if you play on the PC there is a developers kit called G.E.C.K. and it allows you to add to the game. Boo yah console players! XD

XD There are female super mutants though, Fawkes is a woman (apparently the person who voices the character said this was so), it's just that all super mutants, when they turn into super mutants lose their sexual characteristics. More fish would have been nice though, Mirelurks only go so far! (Plus they creep me the f*ck out! xD )

maybe some surgery mini games. the couple people you can say when your medicine skill is high enough would seem better with a little game. or even possible a short cutscene of what your doing and for some reason the ability for your charecter to lose body parts would seem fun haha. get some robot arms

-Add enough levels to get atleast half of the perks. -Have no "you die" ending. -Add a few more weapons. -Make Third Person mode work the way its supposed to. -Have an Online feature. Scoreboard, Multi, Co-op, etc. -Have more quests. The game just seem to have main story quests with a few, "Can you run an errand?" quests. -Oh yes, and make the damn fire ants not such a b***h to fight!
Thats all I can really think of. Other than that, its perfect.

-More giant war like battles. Like with Liberty Prime.
-A third grade perk for Animal Friend where you can gain animals as followers like Scavengers
-Mini-quests actually being quests (Andale quest for one, the gathering supplies for blah things too)
-Liberty Prime actually coming back after Broken Steel!

No level cap make it impossible to get stuck in between rocks and such (anyone here do that?) maybe ride on liberty primes shoulder? Having friends join you whle you roam around(difficulty increases with each friend) Being able to fly one of the planes at rivet city and carpet bomb areas with them I also want to be able to (if science skill is high enough) hijack a vertibird Here's how it would work: You get a cutting device from the Brotherhood later in the game, you have to be close to it and it takes 5 seconds (like lockpicking but with a timer)
Being able to upgrade build-it weapons like explosive railway spikes or napalm firing rock-it launcher
