The council exists for much the same reason america has soo many different sections of government-- Senate, Congress, House of Representatives, President, and then also more than one branch of government that has many sub-sections themselves... I think we can agree that this guild is too small/not active enough to maintain such securities against the abuse of power, efficiency wasn't the goal, preventing anyone from being too powerful, and all with power to be chosen by the people.
One of my goals was to severely limit the power of the leader, and have most every decision he made buffered by the council(this is what was to limit his power.)
The leader also limited the council's power, by being able to veto(cancel/stop) any decision they made, unless it was unanimous.
Anything affecting the guild in a major way was supposed to have guild-wide votes. that everyone would vote on, and Commissions(a group assigned a specific task) would be formed with selected(not voted-in) leaders who would choose members to help them when ideas were presented that the council liked. The commission would plan, and present to the council, who would then authorize funding and the execution of the plan.
It is also possible for a group to make petitions about their own idea and present it to the council after other members of the guild had a chance to sign it....which is one of the things meant to spark the creation of commissions.
But beyond the official processes, we do read what you write, and we do consider it. We're just like you, we're normal people with a little extra responsibility.
We are here to serve you, the community and members of this guild, not control, manipulate, use nor abuse you.
There are a few other rules I left out up there, such as a leader's term is supposed to be 1 year, council..well, never decided on a term for them before their creation, a leader can only withdraw 2.5k from the Guild reserves, and other little things like that, which are important, but not to get the idea across.
Also, if anyone wants to organize and rewrite, perhaps offer ideas, that would be nice, too.
