I say no.
I like the idea, but just on Rise Against? If they'd been around since the 80's or early 90's, I'd say heck yes. But just this decade doesn't seem like enough to me. I say we go hunt down their influences and keep a chart. Then we'll take their influences and find out who influneced their influences and so on. We'll trace stuff way back to the 50's, if possible.

We are many able bodied (hopefully) smart people who know how to search all of this. And for the rock bible idea, we could do that, but we should do the whole influences and whatnot, make a sort of family tree, and then make a bible from that with each passage being a biography of each branch on the tree. It will take a while, but I think if we all work together, we can do it.
