History:

It was the first morning of the new calender, constructed to reflect the day cycles of the new home to the human species. It was an amazing day, human kinds first ever globe wide recolonization, where every country and nationalization dis-guarded their trivial boarders and flags in favor of a new organization of the entire human race under one banner. Earth, the world that humans were leaving behind was now baron due to over exploitation of her natural resources, their only hope for survival was to migrate across the stars to their new planet, Grace. The journey would take several years, scientist estimated close to one hundred, meaning that the true pioneers of the new world would be the sons and daughters of the first generation.


The years passed in relative silence. For the first time in recorded history there was a true peace brought about by the sheer exitment of welcoming a new home. The children of the first generation were raised aboard the Cerberus, trained in their duty of colonizing Grace. As the end of the trip drew near, and the great space craft Cerberus reached the outer limits of their new Galaxy unexpected developments began to pop up abourd the ship. Prolonged exposure to deep space radiation caused mutations and enhancements in a very small portion of the population. Realizing this, the A.S.E.A (Anti- Super - Enforcement - Agency) began imprisoning any member aboard the ship that exhibiting any unusual symptoms. Using a hand held device that could scan the retina for the tale signs of the mutation, the A.S.E.A systematically checked and verified each member pod by pod before ending their search in the main vessel of the ship. It is the year 102 and the ship Ceberus is only hours away from making it's first landing on the plants surface. However, the A.S.E.A has ordered that no one shall be allowed to enter a decent craft until they have been checked for signs of Earthly sickness, masking their true intention.


Sections
There are several sections of grave.
First is the mainland which consists of several sections:
-High Hive-
-Mid Hive-
-Outer Dregs-
-Terran Natural-
-Port Sibillus-
(More will be added later)

After grace are the outer land sections found on islands surrounding the mainland.
-Adder (Snowy prison land located on other side of planet far south)-
-Garish (Heavy desert)-
-Ibal (Mining and Oil district)-

Lastly there are 2 moons orbiting Grace.

A.S.E.A
The Anti-Super-Hero-Elimination-Act isn't neccessarily some brutal super hero hunting organization.
Instead, they require all of those with super powers, magical abilities, of Alien decent, to be registered with A.S.E.A headquarters for the "safety" of all.

The reasoning is sound enough, many supers, magic users, and aliens wreak havoc seeing as the majority of society is weaker, however it's not such a black and white situation. Do to the differences between these "supers" as they're grouped together as, people see them and thus treat them, as different which if history has shown us anything means great distraught and even becoming the target of violence for supers. Thus it's no surprise that many, especially those that want to avoid such public notice refuse to register.
A.S.E.A considers all unregistered supers as they would any terrorist threat, something to be captured or killed if necessary.

A.S.E.A by all means is not some harmless threat either like many pieces of modern human technology, instead they refine recovered technology from aliens, employee incredibly smart inventors and scientists to craft, study and learn how to take supers down. They're a well oiled machine that only the most foolhardy of supers is not cautious about avoiding.

Government:
The government of A.S.E.A. exist in a large diplomatic type of system. Do to the move to a new planet and the mainland being the only real land with enough sustenance to maintain a large society on grace the government was forced to co-operate. To give all the ruling super powers a say the city was split into several heads existing in separated sections of the high hive.
Each head has an equal say in new laws that are passed.

U.S./Britain/Japan/China/and Russia are the only powers that survived into the merging ruling class.
Each class has a head and several advisers to their head.
Each head rules a slice of the mid and lower hive which is divided equally amongst the five powers.
The say citizens of each head have however is only determined by their head. Generally speaking they had as much say as they did on earth and elect or do not elect their head as one moves on, dies off, ends their term, etc, as they did formerly.
Each head then makes it's decission off it's chosen form of ruling, the last step is each head casting a vote and discussing government decisions until a majority decision can be made.

Corruption is still quite prevalent, with certain heads allying with each other from time to time to be assured future favors, however the system is intact enough to keep grace running relatively smoothly.

Once A.S.E.A. popped up, it, oddly enough, became immune to each heads rule, a thinking thriving military all it's own. The original intent was that A.S.E.A. would work for the people, avoiding government corruption, though without someone to police the police it has been seen from time to time to get out of hand, though many believe this for the best.
