To become an agent, as in a member of CP9 there needs to be an available position in the 9 position team. In accordance with this you must be a Marine or a Loner. A fleet admiral may at any time request to join the CP9, however they must first capture a pirate in the Grand Line, Archipelago or New World. Once this is done they cannot return to their original position as Marine but may become a loner.
A Loner may join the World Government Forces as either a Shichibukai or a CP9 agent. To become a CP9 agent a loner must have over 700,000 experience as well as have a notorious name, meaning they have fought and defeated a pirate or marine with over 500,000 experience. A loner must break all ties with anyone other than World Government Officials, meaning they must engage and kill their comrades, if they have any, in battle.
To become a Shichibukai a Loner must prove themselves worthy of the title. Any loner who defeats a crew of pirates or a group of people with over 1,000,000 combined experience can become one of the seven shichibukai. They must forfeit any crew they may have joined and are now obligated to catch/kill pirates and loners.
