Pirates usually determine their strength by how large their bounty is. In the case of the Marines, they determine strength through their ranking system. You can only learn techniques from Marines that are the same or lower than your rank.
Marine Classes [In order from Highest to Lowest]:

Seaman Recruit: All Marines begin as Seaman Recruits. It is the lowest rank but is the easiest to advance from. After acquiring 40,000 Experience a Marine will advance in rank to Chief Petty Officer.
Chief Petty Officers: The 2nd lowest rank in the Marines. A chief petty
officer is not necessarily weak but is by no means strong. A marine may graduate from a Chief Petty Officer to a Captain by either achieving 100,000 Experience or capturing a pirate.
Captain: A captain is considered the middle of the Marine ranks. Small time pirates fear captains. A person can graduate from the rank of Captain to Vice Admiral by capturing a pirate with over 200,000 experience as well as gaining 150,000 experience.
Vice Admiral: Vice Admiral is an extremely fear position in the Navy. Vice Admirals can give orders to most of the other ranks. To become an Admiral a Vice Admiral must subdue 3 or more pirates whose experience is 1,000,000 or more in total.
Admiral: Admirals are feared by all pirates who are making their way to the New World. To become a Fleet Admiral an Admiral must defeat another Admiral in battle.
Fleet Admiral: Fleet Admiral is the most powerful member of the Marines. His position can be challenged by any Admiral. If done so he must defend his title by fighting the Admiral. This will most likely be a friendly match, the winner will take the position of Fleet Admiral.
A Fleet Admiral can become a high ranking member of the World Government is they opt to do so. To prove themselves worthy they must subdue a pirate captain in the Grand Line, Archipelago or New World.
