Since I'm from the Island Nations Can I have The Rune Of Punishment?

I know the price (I have Suikoden 4) as long as I don't use it to destroy alot of ships or anything massive I should be ok. And as long as I got alot of friends around it can convert it into the Rune of Forgivness (But that'll happen alot later I'm sure) But the small stuff ((The stuff you can use in battle in the game I can use right, like Double Edged sword and stuff?))
