The Counsel of Kings is a counsel formed by the World Government consisting of the greatest Marines and World Government Agents. Only people of Admiral level or higher may enter the Council of Kings and they discuss important events and goals here. The room itself is at the top of a tall building and is very large with an enormously high ceiling and a circular table in the center of it.
