If you graduate in rank from CP9 you will keep all the techniques you learned.
You may only learn from one member of CP9, with the exception of Nero. Once you learn techniques from this member you cannot learn techniques from the others.
Only one person may learn techniques from each member. If one quits CP9 the member they learned from is free to learn from again. If someone graduates in rank from CP9 the member is free to learn from again.
