Pass the ocean/sea to get to Mist, or to use as another means of traveling to any of the countrys on the coast. (earth, cloud, fire, wind, and water all have a coast)
Note: if the country you are leaving is not at the cost, you must first travel to a country that does, or cross a forest, desert, or whatever
