Blond hair could be made out slightly was a white robed person walked the streets of Konoha. He had a hat over his head, with the kanji for 'Rai' on the center, surrounded by a golden-yellow. The mans eyes darted towards eight place discreetly, before mentally applauding the ANBU surrounding him. 'I can sense them, but they do their job well.' he thought, before head to the Hokage tower.
Raijin could swear that the people of Konoha were giving him dirty looks, especially those creepy white-eyed people, but he simply blew them all off. Honestly he had been expecting this, so it didn't bother him much. As he got closer to the Tower, he could swear that the Shinobi were staring at him with shocked looks, but he had expected those also. It wasn't every day that a Kage came to perform a treaty, if of course the other Kage agreed.
And, I'm their Raikage.
