Physical Description if Starting Human: A white teenage guy with a football player build. Tall, broad shoulders, muscular. Blue evil eyes and short blond spiky hair. Commonly wears jeans or jean shorts and sleeveless shirts. Goes barefoot whenever he can.
Some Physical Trait Suggestions for Human Side if Starting as a Pokemon:

Personality: He's mean to those he senses are weaker than him! Will hang with a few choice people, to hang out and joke around with. He enjoys bullying others though, he relishes having power over others. Very active and sporty, into fitness. Judgmental on appearance before meeting someone. Wise-guy who thinks he's hilarious. He delights in seeing people miserable. He's a huge troublemaker. Andy's arrogant and loves being popular and showing off. He likes feeling important and 'on top of the world' sorta speak. Loves fighting, loves having the chance to prove himself to be the best. Rebellious and argumentative. In the later stages his personality will split into three parts, joy, sorrow and anger. He'll eventually become nicer and much more respectful once he learns his lessons.
History: He was born in Pastoria City with his mother, and grew up with his father in Hearthome City. His father was a strict boss to a company, a bully towards his mother, and anyone under him so bullying was all he grew up knowing. He was a 'mistake' to his mother so he never really learned much about friendships, love and loyalty. School gave him a chance to learn about friendship and some loyalty, for his little gang. All bullies like him. He eventually got in trouble with the law and to escape trouble he sneaked onto a boat leaving harbor. The boat arrived at Cronus where he was discovered and added to the scientist's list of victims.
Strengths: He's sneaky, clever, has a funny bright streak. He's brave, protective of those he does care about. A fierce fighter for what he believes in. He's resistant to Bug, Grass, Ground and Ghost type moves. Speed and leaping high are the Dodrio's specialty, one of it's abilities is called 'Run Away' where it escapes battle from wild pokemon. I imagine an anthro Dodrio would still be very fast and a great leaper. Uses his three brains to collect data quick and execute complex plans three times as wisely. While two heads sleep, one head is said to stay awake. Always on guard for potential danger. If put to sleep can use the Dodrio's ability 'Early Bird' to wake up faster than normal pokemon/human anthros would. This would include him waking up early in the morning like a habit, weather he liked it or not.
Weaknesses: Rock, Electric, and Ice type attacks. He argues with himself a lot, typical Dodrio weakness. Indecision and confusion sometimes results from this, which can hinder him in battle. He's arrogant and tends to underestimate people. Has a temper and no self control in hiding it. Has anger issues, far too much pride than is healthy. Doesn't know much about bonding with people in a positive way. Needs to learn some manners.
Future Plans for Character or Any Extra Info: Transforming to a Dodrio anthro will change him, both in personality, mind, and in body. As a normal type he won't be as strong as most of the other anthros. His physique will become skinnier, less bulky to make way for speed instead of strength. The tables will be turned and he'll learn hard lessons about what he's like to be the victim running away in fear instead of the menacing bully. Eventually he'll change how he acts around others, since he'll learn that he's no longer much a threat and shouldn't try to pick fights he can't win. He could develop a split personality, ending up with separate voices in his head that no one else hears. This will make him fear insanity, something he was 'too popular' for. Maybe the human could eventually grow three heads, each with their own personalities ( sorrow, joy, and anger ) representing one of the voices! That'll ruin his 'image' as the hot popular jockey. He'll consider himself a freak, hate himself for a while. He'll become more fearful, run away more. His three brains will give him increased intelligence, making him feel like he was demoted from the powerful football player to a mere geek, like one of the nerds he used to take pleasure in bullying. He'll be seeing through their eyes and begin to regret how he acted when he was all human. He'll begin to act nicer to other anthros, and enjoy running more. He'll begin to believe that his mutated appearance was his own fault for being a bully, that he deserved his freakish change. Begin to accept his fate, his new appearance, his new heads, ect. Despite this he'll still hate Cronus Scientists for ruining his life and his appearance.

((Teigra: Hee hee...gotta' love ironic twists, eh? I'm already thinking of interesting character relationships depending on how people will react to this guy. In my own case alone, Samantha hates bullies...and Eliana...well, if he weren't male, I could see the two of them getting along quite well. XDDD

The Strengths and Weaknesses were supposed to say more about personality and personal traits, in this case before the changes begin...but that works too. You could expand a bit on that though if you'd like.

Overall, I'd say you have a great start going here. There's nothing in particular I can think of critiquing especially at the moment, but if you want to do any tweaking on your own, feel free!
