Remember, the GM entered service in the last month or so of the war, and saw under a month of space combat.
There wasn't much opportunity to "borrow" a GM, so it was based on piloting experience against GMs. And with the GM, [G] and [E] types floating about, it isn't surprising it's a bit... bastardised between all three designs.
Not entirely true, actually.
In October of UC 0079, Johnny Ridden's Primus Corps ambushed an Earth Federation Space Force heading toward Luna II.
Why is this convoy and its subsequent destruction worth noting?
It was transporting RGM-79 GMs to Luna II for testing. Keep in mind, this is October. We don't really begin to see the RGM-79 GM (and I'm not counting such pre-production variants as the RGM-79[E] GM Early Type and RGM-79[G] GM Ground Type) in action until November of UC 0079 (in General Revil's advance toward Odessa, as chronicled in
Mobile Suit Gundam: Blue Destiny). Their battle against the Primus Corps is actually, if I remember correctly, the earliest we see the "regular" RGM-79 GM.
The Primus Corps actually managed to capture one of the RGM-79 GMs it went up against.

So, depending upon when the GM Camoflauge was produced, Zeon may well have had access to one of the Federation's first RGM-79 GMs to go off of.
