More will/may be added to each topic in the future. I'll add the other elements later.
Your characters can't learn an element they don't already have. (i.e. You have wind and water so you can also use ice jutsu. But you can't use fire jutsu unless you also earn or learn how to use the fire element)

yes, but only if your character is taught by a skilled shinobi who has mastered an element and is at least a jounin. you can only learn 1 element at a time and will only start out with the genin and acadamy studen jutsu ranks untill you're skilled enough to use higher ranked jutsu
