After Dr. Applewhite's takeover, people flocked to the strongholds and safe houses that his regime had created. Many of these were the former "super villains" of the world. Many came seeking employment or excitement; some came merely because they had no where else to go. In return for their loyalty, Dr. Applewhite has often turned a blind eye when these villains have fallen into their old way of acting. Recently, group of hooligans--reportedly under the control of a pair of minor villains--have been stealing materials that can be used to create explosives and other weapons. Suspicious of their motives, the higher ups have decided that they can no longer turn a blind eye to this group's actions. Furthermore, several civilians have been killed in the recent robberies, leading to murmurs of dissent from the citizens of the city. Making a show of strength against these troublemakers should serve to strengthen the people's trust in Dr. Applewhite's control.
NPC: The group of thieves seems to consist mostly of local thugs. However, reports say that they are moving under the direction of Wraith and Howl, two villains charged with keeping an eye on this particular city. Before joining the NWO, Wraith and Howl were minor villains mostly concerned with robbing banks and other minor schemes. If more is going on than simple robbery--which, with the stockpiling of weapons, seems likely--there is probably someone else directing Wraith and Howl, as well.
Villains: The first stop of the villains who accept this mission should be to the building assigned as headquarters for Wraith and Howl. If a "diplomatic" solution can not be reached, the villains are expected to use whatever means necessary to assure the situation is dealt with and that any dissident forces are no longer a threat to Applewhite's control.
