The Lower City port districts are a din of hawkers and merchants of all kinds and specialties, with pickpockets, grifters, gambling dens, whores, mercenaries, and charlatans sprinkled throughout. The unwary are quickly parted with their coin by many eager hands, and even the more seasoned would do well to watch their words and their wallets closely. The trade guilds take little interest in the barely contained chaos, so long as business can still go on. Some areas in the Lower City are islands of calm in the sea of pandemonium, set aside by various guilds for the trade of specific commodities, usually those of exceptional value or rarity. One such area is Tamaya Plaza, nicknamed the Court of Flesh, set aside for the display, purchase, and exchange of slaves. Here one might find slaves from every corner of the world for any purpose.
The more posh Upper City districts are guarded and patrolled, safe from ruffians and street thugs, but only those sanctioned by the trade guilds who run the city are allowed to enter. Here one might find more refined goods and services, though if you have to ask the price you likely can't afford it. The guilds maintain their own militia, guarding the Upper City districts very strictly and keeping just enough pressure on the Lower City to keep it from falling into outright anarchy.
