This is a special underground area. If you want to charge your rings or switch what rings you want to wear, this is the place to go.
If you get dazed, you will head to the null chamber. Of course if you are crewing and someone has a Defibrillate ring they can revive you right where you are standing.
The Null Chamber can also be used as a personal chauffeur. If you've touched the Null Crystals located on various maps you will become attuned to them and once inside the Null Chamber you can teleport to any location where you've visited the crystal. The only Null Crystal you don't need to touch is the Village Greens as you will automatically be attuned to it.

While its not recommended to enter an area above your Charge Level (CL), there are a few of the crystals you can reach without encountering any aggressive animated. Do note that because the gates in Barton are locked to you if you aren't a high enough CL level for the area, but most areas can be reached through other maps, but you will often have to walk through areas with high aggro monsters to get there.
I have marked them on this map along with the route you should take. (map link forthcoming when zOMG is released). Until then descriptions:
Bill's Ranch: Follow any of the paths towards the center of the map. At some point you should find a fork in the path that heads west, closer to the southern part of the center. Follow the western fork. You should pass Bill and and enter is pastures. If you hook a left immediately upon enter you should come across the Null Crystal. If you see any Garlic as you are wandering along try and stay as far away from them as possible as they are an aggressive Animated. Even if you get one on your tail you should be able to out run them and stay alive with a healing ring even if you have a CL of 1.
Zen Gardens: The Kokeshi Dolls and Sakura Fluffs won't attack you unless you attack them first, so if you follow the path entering from Barton head west, then take the first bridge heading south continue along the path(it will split but you can follow either fork) go west along the path you will come to Null Crystal. Beware of the lone Kokeshi Collecitible hanging out towards the Southeastern edge of the path, at CL 1 her distance attack with kill you. Though she is not directly on the path, if you wander a bit too close she will strike.
Bass'ken Lake: Take the path heading up from Barton. When the Path first forks you'll want to head west and follow it as it curves up to the north. The Null Crystal is next to a dock.
Gold Beach: Once in Gold Beach you'll want to head west and stick to the southern edge, once you reach the edge of the map head North and stay on the grass. About halfway up the map you'll find the Null Crystal. When you see it, you'll need to head back down one spot because the terrain is rising and the Null Crystal is below a ledge you can't cross. Make sure you hug the edge of the little ledge as you go back up there are some Sand Golems near by.
