It shouldnt, if your dieting properly the 1kg lost should be water/fat weight. If you eat enough protein in your diet you should prevent any muscle mass from wasting. What causes the 'loose' skin is individuals who have little or no muscle mass but still some fat.
Also it all comes down to a persons individual choice but its always healthy for females to have around 20% bodyfat, 14% should be the VERY lowest. Any lower and then problems with menustration/periods etc will occur. But the healthiest for
average females is 20%. Female athletes are usually the only people who have a lower bodyfat percentage

Even making basic changes to your diet will help you lose weight:
- Cut out as much refined or sugary foods as possible & junk food (not saying you cant have any but moderate your intake)
- Eat 6 smaller meals throughout the day instead of 3 big ones, this will keep your metabolism ticking making you burn more energy and you will also feel less hungry and more energised.
- Drink more water
- Eat more protein and healthy fats (healthy fat sources include almonds, peanuts (raw), 100% peanut butter, fish)
- Carbohydrates should be mostly from sources like vegetables (choose ones you like), brown rice, porridge (you can add honey & yoghurt to make it tasty) and try to restict intake of 'white foods' like white bread, white pasta, white rice etc.
- Although a change in diet can promote weight loss, if you exercise is will speed up the process and once you burn off your weight, if you continue exercising its much easier to eat the treats you like.
- For the exercise: Starting off for a while do 30 minutes of cardio 3 times a week at 70% of your maximum heart rate (yours should be 140 beats per minute, if your in a gym the machines should tell you your heart rate). Do some resistance exercises also than can be done at home like push-ups, sit-ups, planks, mountain climbers etc.
If you change your diet and do 30 minutes of cardio 3 times a week you should lose weight.
