The former living quarters of Pein and Konan, the false leaders of the old Akatsuki organization. They made their temporary residence here, and were rumored by many civilians to spend many hours late at night before leaving early in the morning (yeah, use your imaginations). After their deaths, it was made apparent that this is where they were hiding out, and the Anbu Black Ops from Konoha, and Suna kept a close watch over the building. These days, they don't worry so much; they almost never come at all.
