Hoshigakure, at one time, was a village that had enough power as a nation to hold its own against the other five. Taking this into consideration, the leader of the village appointed himself the "Hoshikage" the Star Shadow. However, after the rise of Kagegakure, and the ushering of the Yamikage, Hoshigakure began to protest the rise of another Kage. They attacked Kagegakure, and were defeated in a matter of days. The leader's title of "Hoshikage" was stripped and the village had to pay a vast some for the damage their surprise attack managed to inflict of the small towns surrounding Kagegakure. Because of this loss, the two villages tend to be at ends with each other fairly often.
