I am looking for the best type of yarn for a scarf and hat project where the yarn is soft and doesn't scratch a lot, something just very nice feeling, but is still pretty.
Any suggestions?

Hat's (depending on the pattern) don't need to be super soft, so I'd focus more on colour and the appropriate level of "fuzzyness". Good hats are almost always fuzzy.
It really depends on the colours you're looking for - if it's something really bright and fun, why not try Noro Kureyon? It's 100% wool (So a bit itchy) but it's very warm, and the colours are really great. I'm a huge fan of Noro's Silk Garden, too - A wool/silk blend that takes some of the itch away.
If Fluffy and warm is what you're looking for, try Blue Sky Alpaca's Bulky Naturals - Do a traditional toque and a pair of mittens that will be SUUUUPER warm. Rowan's Little Big Wool would do a good job for this too.

Try using Carron's Simply Soft. VERY soft and wears really well when worked up!
