I reserve the right to ADD or CHANGE rules.
1. There is no harboring of people in the village. It is a safe, merchant village, yes, but since they prefer peace, they are not going to harbor anyone, shinobi or jinchuuriki, because that would cause a lot of unwanted attention to them and could possibly start a fight.
2. The Sannin-strength. These shinobi DO NOT under any circumstance leave the village. If a fight breaks out within the village and they cannot capture the offender(s) before they reacht he safety of the outside world, then they do not pursue, but rather, keep a note of the shinobi in case they ever return.
3. Weapons
A. This rule applies to meetings of peace previously set up to be held within the village. Weapons of any kind ARE NOT PERMITTED Visiting officials for the meeting will surrender all weapons to the guards upon the commencement of the meeting and recieve them back at the end of said meeting. Anyone caught in posession of a weapon after they have been gathered can be arrested. (to answer your question Sairah, if your kage does not turn over the pen and she uses it to cause harm, then she will be arrested, but I am not going to tell you that you cant bring a pen to a war council.)
B. Weapons are permitted with the village, but be cautious when within the walls because if you are caught fighting you can be arrested and made to stand trial for your actions.
4. Pertaining to the Toxic Gas surrounding the Village There will be a way to get a special gas mask to enter the village, but it will not be easy to locate...and it will not be cheep (all proceeds will directly influence the guild bank account). Secondly, if each Kage brings 1 bodyguard, then that means each village will have two sets of the mask. The village is not going to take them back. Keep in mind, members of the bloodline clan of the village are UNAFFECTED by this toxin since the toxin revolves around the bloodline. As long as a genin has a mask (which they would either have to buy themselves, or get permission to use from their kage) then they can enter the village.
5. Goods The members of the village do not openly travel around and set up shop. They do not leave their village because it is their one place of peace. (with the exception of the Happy-Mask Salesman who might travel around country to country. I haven't decided yet) In order to get the rare goods, you have to go get them yourself. They DO NOT SHIP (with the exception of the masks that will be sent to the Kage's).
