This facility has many floors, and some that even go down miles below the island. On one of those lower levels is where the military's former secret weapon "Project Shadow" was sealed away. This experiment, otherwise known as The Ultimate Life Form is one of Sonic's friends called Shadow the Hedgehog. He was sealed by the military here after the Space Colony Arc was shut down.
