The Space Colony Arc was established over fifty years ago as an orbital military research center. However, after a series of accidents, the military closed down all experiments taking place on the space colony, and eliminated all witnesses and people involved. The Arc was since shut down and abandoned, never again used by the military. This room is where all the data and controls for the Arc are kept.
