I say it's Sasuke cuz Garra isn't emo anymore. Sasuke is still a vengance seeker, so he's still emo. Garra got out of that after Naruto faught him. Sasuke's just too stuborn and blind to pay any attention to what Naruto tells him. The name of one of the episodes for when the 2 of them faught at the Final Vally descibes that very well; "A Call on Deaf Ears"

I don't like Sasuke either, but that's not the reason why I think Sasuke is more of an emo than Garra is.

My reason is Sasuke is still power crazed and Garra is out of that now.Man, my friend Kellen would KILL me if she found out that I was saying all of this. eek But any way, Garra is no longer an emo, but Sasuke, on the other hand is too damn stupid to listen to Naruto and get out of that.MAN! I HATE TRAETERS! evil stressed scream
