Hierarchy of Imperial Society
The Empire is composed of three social castes into which all of the Empire's population fits. The three castes are the Khalai, Templar, and Judicator castes. The Khalai are the worker caste from the lowly Nano-Latherer working hard to build the ships of the Emperor's Great Fleets to the Techno Seers who supervise and advise the endless horde of Imperial workers it is the Khalai's blood, sweat, and unending toil that builds and maintains the Empire.
The Templar caste represents the men, aliens, and Realians at arms that defend the Draconian state. From conscript Realian riflemen to the uber elite Majordomo Guard that protects the Royal Family the Templar caste throw down with the worst scum of the universe and beyond in order to maintain the Empire's borders everyday the skilled armies and navies of the Emperor protect hundreds of billions of worlds and everyday they buy Draconia more time and deliver yet another victory against the Burning Shadow and similar threats.
The third and final caste and definitely not the least in anyway is the Judicator caste. The Judicator caste is the collective whole of the Empire's beaucrates, scribes, politicians, and Royal Family along with the many vassals that serve the Emperor. The Judicator caste ranges from the lowly scribe who record meticulously everything of importance, to the clergymen of the faith, to the Emperor himself. The Judicator caste is responsible for running the Empire and protecting the faith of the people.
In addition to the three castes some individuals in the Empire have dual even triple caste membership. The vassals who serve the Emperor are land owning Judicator politicians who rule fiefdoms but are also high ranking generals who lead their own military forces which are raised from their fiefdom's systems. Naval and army specialists sometimes have dual membership like the technicians who repair naval vessels in the middle of combat (Khalai and Templar) and are part of the ship's crew and the low ranking Techno Seers (Khalai and Templar) who sometimes accompany Draconian armies in the field.
Also people have different levels of privilege based on their civvy status.
Foreigners (Gu'shayni) - Are individuals who from other Star Nations. Their rights are very limited and except for the right to live and be allowed to live in safety don't really have much else they are free to do.
Civilians (Civ'nai) - Are individuals who immigrated to the Empire from outside and have passed both their written and physical civilianship exams and have spent at least 10 years living in the Empire. Or are people who were born in the Empire. Foreigners who give birth to children in the Empire but are not yet civilians themselves are considered foreigners while their children are granted automatic civilianship. Civilians have basic Draconian rights. They can get jobs so long as they don't net more then 5,000 Draconian Dragons a year (5,000 Dragons=35,000 Euros), civilians have additional restrictions they cannot go to college, take high paying jobs, they cannot get a procreation license, and many other things.
Citizens (Hu'basni) - Citizens are individuals who have passed all their written Citizenship exams and have provided at least 2 years of civil or military service. Citizens have no restrictions placed on them except the need to follow Draconian civil law. They can go to college, get high paying jobs, easily obtain procreation licenses, and so on. It is the dream of all inhabitants of the Empire to obtain citizenship and are willing to go through the grueling process to do so.
Civvy (Hu) - General term for the non-combatant portion of the Empire's population and is used to reference civilians and citizens alike as well as foreigners depending on the situation.
Obtaining Citizenship - Obtaining Citizenship isn't easy. First one must study for and pass a series of very differcult state administered exams. There are a total of three they're are differcult because of the vast amount of knowledge one must have and the need to answer them very quickly. They also tend to have questions requiring abstract answers thrown in as well. After the tests one must finish up by providing two years of either civil or military service. Civil service can be obtained by filling innumerable positions even lowly positions like being a scribe count as civil service the Empire at commencement of civil or military service defines the terms with a single sentence "You will provide service to the Draconian state for two years or however long as the Empire needs you for, you will serve a term no less then two years and you will be bound to that contractual agreement till completion or until death takes you from the mortal plane."
After the two years are completed the person in question is provided with a new Cred-Stick (A electronic card that holds a person's financial wealth on it and is password protected by genetic information and other bio-metrics) and a new Citizenship card to prove that they have achieved Citizenship status they also are presented with a choice. To either go career with their civil or military service or return to civvy life and strike out anew. After all of this a person is said to have achieved the best the Empire can offer.
