Who is this man, with extensive knowledge of the Alliance and the inner working of the Parliment itself?!

His identcard showed he was somebody high up in the goverment
I don't think an Operative would have one.

they might have a special identcard one that only Operatives receive.

I would pay anything under 50 a month to get the show back. BUT I AM ONLY ONE MAN
and i still honestly think that any member of the parliament would have the amount of knowledge that Shepard book has on weapons.

I am pretty sure he had been a federal assassin. The guy in the movie also had an ID card. all it showed was that he was very high up and clearance to be in the room.

so if Book was an operative, he's be the same.
