You didn't follow their guidelines. You had the ads on a page the promotes clicks and had too many ads per page. (max of 3)
You can never (as in you, your name, and your social security number) get a Google Adsence or adwords account again. :/

If you need a advertising seller, you can use tribalfusion (not recommended) or Adbrite (my site uses this)
