I believe bending is a mixture of both. The core is in the genetics, but the ability to use bending is in the spirit. My reasons:
-Sokka and Katara; both siblings, only one can bend. Katara seems to be more at peace with herself most of the time, so she can bend. or something like that
same with the twins in "the fortune teller"
But, since the avatar can bend all four elements, i also beleive the previous avatars OR other gods give the avatar the ability to bend all of the elements

I've always considered it more of a genetic thing, except in the case of the Avatar. Since all the Southern Water Tribe benders were hauled off, only Katara ended up with the recessive gene or whatever. Like I can have green eyes, but my sister doesn't have to.
Of course, it could very easily have something to do with spirituality - I mean, on Katara's waterbending scroll that she stole, it translates to "the divine ability to halt water" (according to Wikipedia). And then the Avatar is obviously very spiritually connected.
