These are exams that all Gennin are allowed to take.

Each exam will be held at different locations in the village that the particular exam is being held. Normally these locations are the respective Chuunin Exam Stadiums located in each Hidden Village.

Preliminaries will most likely be held for the exams, and will be chosen completely at random by the moderators.
