Ecruteak City is the most historic city in Johto and home to the legendary Tin Tower and Burnt Tower. The Legend of Ho-oh has spread throughout the world about its magnificent Rainbow Feathers. The Burnt tower is the birth place of the legendary three pokemon who now roam this earth as the embodiments of Thunder, Volcano, and the North Wind. The city's Gym Leader is quite knowledgeable of the history of this tower and respects its significance most. The Gym Leader's team of pokemon consists only of Ghost types so in order to beat them it is best not to get physical with attacks.
