Administration of the Empire
The Draconis Empire is operated by a vast bureaucracy that consists of untold trillions of workers, politicians, and organizers. It may be the Draconian Space Forces that defend the Empire but without the various governmental agencies the Empire would fall apart and collapse in on itself within a matter of a few scant years. Basically the Office of the Emperor, High Fane, and Draconian Senate that performs the Executive, Judicial, and Legislative tasks respectfully. Each of these can be broken into sub branches which are organizations with more specialized and focus charters and tasks. The greater or total whole of the government is called the Administratum.
Office of the Emperor - The Office of the Emperor is the executive branch of the Empire. It is really a umbrella organization composed of several smaller organizations with more focused charters. The Office of the Emperor is designed to help the Emperor in his day to day running of the nation by reducing the work load of the Emperor. It mostly handles menial tasks such as the printing of money, organizing small Imperial projects, and running censuses such as the tithes of men, material, and money. It is composed of the following organizations:
--Counsolum Civilis - The Counsolum Civilis is the part of the Emperor's Office responsible for the vast majority of tasks needed to handle civvy affairs. They have little military authority their primary responsibility being to take care of Draconia's non combatant population. They are responsible for printing money, organizing and supervising Imperial construction and development projects, setting up educational mandates for fiefdom and planetary governments to work within, and innumerable other things.
--Ministry of Defense - The Ministry of Defense is the part of the Emperor's Office responsible for overseeing and guiding the actions of Draconia's military. Like it's sister organization, the Counsolum Civilis, it's scope is limited it has no civil authority and it's authority on military matters is practically absolute. It however works with the Counsolum in order to ensure' Draconia's prosperity. The Emperor's power overrides the Ministry's in matters of defense just like it overrides the Counsolum's in civil matters. The Ministry is therefore in place to handle everyday tasks that are either too trivial or numerous for the Emperor to handle all major decisions have to be brought in front of the Emperor as soon as they come up.
--Diplomatic Corps - The Diplomatic Corps is responsible for handling domestic disputes often between vassals and racial tensions. With their help Draconia has averted many disasters and they often oversee see the Counsolum's and Defense Ministry's domestic humanitarian aid projects to make sure they are done in a humane way. Because their responsiblities sometimes overlap with that of the Foreign Affairs Commission they sometimes find themselves working together.
--Foreign Affairs Commission - Also sometimes referred to as the Ministry of Foreign Affairs. This Commission handles foreign diplomatic work under the guidance of the Draconian Emperor. They are responsible for dispatching diplomats to other Star Nations and factions and for compiling the information regarding diplomatic matters. The sometimes work with their sister organization, the Diplomatic Corps, in order to maintain the peace and help solve disputes. But both are often far apart in their activities.
--Estates Imperialis - The Estates Imperialis is a sub organization within the Counsolum Civilis that is responsible for conducting censuses and for archiving said information. They handle the tithes of men, material, and money and ensure all solar systems, planets, fiefdoms and their vassals, space colonies, habitat ships, and other Draconian population centers are accounted for. The Estates Imperialis is the oldest Draconian institution and dates as far back as the Draconian Republic long before the Age of the Emperors.
--Royal Majordomo Guard - The Majordomo are the Emperor and his family's personal bodyguards. They are recruited from several of the most devout orders of Templar Knights and are further modified and enhanced (genetically, biologically) and given superior training over that of even normal Templar Knights. They are absolutely incorruptible and not even the taint of Darkness can cloud their minds. They are unwaveringly loyal to the Royal family and will defend them with their lives and eve souls if necessary. They can be commonly seen patrolling the Imperial Palace and a uber elite contingent of 3,000 of them patrols the Royal quarters exclusively. In combat they act as a elite bodyguard unit of Chocobo mounted knights that stay with the Emperor and his sons the Majordomo number anywhere from 40,000-50,000 in peacetimes but can shoout up as high as 100,000 in times of war. In times of peace they are more then just bodyguards they are doctors, lawyers, consultants, advisors, even entertainers and hosts for important functions. In times of war they are political and military advisors, diplomatic envoys, and even admirals or generals if need be.
High Fane - The High Fane serves as judicial branch of the Empire. The High Fane monitors the laws of the Empire laid down by the Imperial Senate and ensures they are within the confines of the Dae'uhl (people's constitution) the High Fane not only interprets the laws they also run the Draconian Praetorians and Inquisition.
--Maester Council - The Maesters are the supreme leaders of the Yevonite faith. They are a council of six with five lesser Maesters and one Grand Maester. They rule the Yevonite church as well as interpret religious laws made by the secular Imperial Senate. They also run the Draconian Inquisition and deploy it to root out heresy and dangerous, destabilizing thoughts.
--Draconian Inquisition - The Draconian Inquisition is the militant arm of the Yevonite church and ensure that heresy and ideals that threaten the Draconian norm are rooted out and expunged. There are three million religions in Draconia and Inquisitors have to be familar with all of them in order to make sure that activities do not fall outside of them. Also they must find ways to handle religious disputes as well. They are also at the fore front of the war against the Demonic rooting out Demon worshipping cults and individuals who dwell in dark, forbidden knowledge and lore such as the tomes of the Nhuvasarim. They can requisition whatever and whoever they want from any Draconian man, woman, child, or alien from lowly civilian to the Pax Dei army. When requisitioning Templar Knights or Manus Dei forces they will show caution and ask first. Majordomo Guards are exempt. As their duty is exclusively to the Emperor it is absolute and unwavering.
--Praetor Council - The Praetor Council is the secular counterpart to the Maester Council. They deal with interpreting secular laws and deploy the Draconian Praetorians in order to uphold the civil laws of the Draconian nation. They are primarily a isolated organization very rarely seeking to work with other organizations even if it's in it's best interests to do so.
--Praetorian Legion - The Praetorian Legion is the civil police force of the entire Draconian nation. They are established on every major world in every major system and even operate out of most space colonies and habitat ships to. Every planet and system in the Empire has at least a small Praetorian fort and they tend to be almost as well fortified as a military installation. The Praetorians are also tasked with assisting the local military forces in the event of a enemy invasion.
Imperial Senate - The Imperial Senate is responsible for making the innumerable laws that govern the Empire. They are the legislative branch of the Empire and are only liable to the scrutiny of the Emperor, Inquisition, and High Fane alone. The Senate is comprised of 400 Senators all of which are Senators from various solar systems of the Empire. The same systems are always represented, different Senators of different systems are regular cycled in so that every year every system has the chance to be directly represented the Senators are drawn from a grand lottery and the Senators who served in recent years is removed from future lotteries so that they cannot be picked again in quick succession. Only two systems are permanently represented: Second Gaia and Exitus.
