Before anyone says anything I will note their are seven Shichibukai that are across the sea and they kill and collect bounties on powerful pirates. They themselves often times are very corrupt, and usually have previous bounties of over $200,000,000 though some may have less then $100,000,000 and some may of had one over $300,000,000. Its quite possible to become a Shichibukai even if your a player you would just have to find and kill a current one. Then, go to marine headquaters and offer to be the new one.
