This was a powerful town of demons, to be specific it was THE town of demons. Draco himself resided here on his throne with his royal guard. Most of the actually cities were also composed of demons. If a STRONG rebellion wanted to do something they would attack here, however no one up to date can keep up with Draco's speed let alone with magical strength.
