Okay the reason why Shinpachi isn't popular is because his character is designed to be a nagging, glasses wearing, no skilled teenaged side character ((for the record I happen to wear glasses and I like them. Long live the glasses wearers)). Now Shinpachi go stand in the hall!

Maybe if your glasses weren't so thick you'd be able to see better. Didn't you know that eating hot dogs in class causes you to need thick glasses. *Sigh* Zura, cut your hair or I'll have to pull it out.
