The best by far are Cylons naturally. Even the updated ones, they're freaky. They even still say By Your Command (Razor if you missed it).

While the Evil Bill and Ted are in fact evil, they are more entertaining then diabolical. When I was a kid, Maximillian scared me even more than Ashe. But the Cylons are the most evil.
