hmmmmmmmmmm...
its a tough one...
but i'm gonna have to go with...
Vicious from Bebop, he takes out an entire crime syndicate on his own. Not to mention he actually kills SPIKE! AHHHHHHHHHHH!
and either Knives or Legato from Trigun. They are EVIL.

I'll agree with ya that Sephiroth is one bad mo' fo' (and I love him dearly), but I'm gonna have to go with an alternate reasoning in my choice of favorite villians:
Buggy the Clown from One Piece just because he tries so damn hard and accompishes nothing but the ability to make me laugh. xd
It's either him or Dr. Muraki from Descendents of Darkness (Yami no Matsuei) 'cause he's creepy as hell and sick beyond measure. mrgreen

Okay, Sephiroth is a given. However, way before he existed in the FF world, there was guy named Kefka. Yep, he wasn't even nice to his own men. I think the topper is when he's in the middle of the desert and he turns to his men to say, "Ahem! There's sand on my boots!" What a complete a**!

hmm...For games it's either Dist From Tales of the Abyss, or Zelos from Tales of Symponia.
And for anime it's either Bankotsu from Inuyasha or Grimmjow from Bleach heart
